About the Role<\/b><\/p>\n
ECEC (East China Engineering Science and Technology Co., Ltd.) is seeking to appoint a Senior <\/b>HSE Officer<\/b> to support site health, safety, and environmental management for the Nyanza 80ktpa TiO\u2082<\/span> Pigment Plant Project. The role will be responsible for site HSE supervision, HSE documentation, subcontractor HSE compliance, incident management, HSE reporting, and supporting the implementation of project HSE requirements. The successful candidate will work closely with the project team, the Client, the Project Management Consultant, subcontractors, and relevant stakeholders to promote a safe and compliant construction site environment.<\/p>\n <\/p>\n Key Responsibilities<\/b><\/p>\n The Senior HSE Officer will be responsible for:<\/p>\n <\/p>\n \u2022 <\/span>Supporting the implementation of RBIDZ, Nyanza, ECEC, project, and statutory HSE requirements.<\/p>\n \u2022 <\/span>Coordinating regular site inspections, management walkthroughs, HSE audits, and safety surveillance activities.<\/p>\n \u2022 <\/span>Preparing inspection reports and tracking corrective and preventative actions to close-out.<\/p>\n \u2022 <\/span>Reviewing work plans, risk assessments, method statements, permits to work, job safety analyses, and HSE procedures before work commences.<\/p>\n \u2022 <\/span>Monitoring contractor and subcontractor compliance with approved HSE plans, procedures, and site rules.<\/p>\n \u2022 <\/span>Coordinating with RBIDZ and Nyanza HSE departments on HSE-related matters.<\/p>\n \u2022 <\/span>Establishing, maintaining, and updating HSE administrative systems, registers, statistics, and project HSE records.<\/p>\n \u2022 <\/span>Monitoring HSE KPIs and preparing weekly and monthly HSE reports.<\/p>\n \u2022 <\/span>Investigating incidents, accidents, near misses, unsafe acts, and unsafe conditions, including root cause analysis and corrective action tracking.<\/p>\n \u2022 <\/span>Ensuring implementation of incident investigation recommendations and preventative actions.<\/p>\n \u2022 <\/span>Coordinating HSE inductions, toolbox talks, training, awareness programmes, and safety campaigns.<\/p>\n \u2022 <\/span>Checking compliance of site equipment, plant, and machinery with applicable safety and technical requirements.\u2022<\/span> Supporting implementation and review of the project emergency response plan.<\/span><\/p>\n \u2022<\/span> Coordinating emergency drills, evacuation procedures, and firefighting readiness.<\/span><\/p>\n \u2022<\/span> Maintaining, reviewing, and updating the ECEC occupational health and safety file and <\/span>environmental file.<\/span><\/p>\n \u2022<\/span> Providing visible leadership and promoting a proactive safety culture on site.<\/span><\/p>\n \u2022<\/span> Escalating serious HSE risks, non-compliance, or unsafe practices to management.<\/span><\/p>\n <\/p>\n Minimum Requirements<\/b><\/span><\/p>\n \u2022<\/span> Diploma or Degree in Safety Management, Environmental Management, Occupational <\/span>Health and Safety, Engineering, Construction Management, or a related field.<\/span><\/p>\n \u2022<\/span> Minimum of 10 years\u2019 experience in construction or project HSE management.<\/span><\/p>\n \u2022<\/span> Experience in HSE management on large construction, industrial, petrochemical, or <\/span>process plant projects.<\/span><\/p>\n \u2022<\/span> Relevant HSE certification, including incident investigation, root cause analysis, risk <\/span>assessment, NEBOSH, SAMTRAC, OSHA-related certification, or equivalent recognised <\/span>training.<\/span><\/p>\n \u2022<\/span> SACPCMP registration as a Construction Health and Safety Officer or Construction Health <\/span>and Safety Manager will be advantageous.<\/span><\/p>\n \u2022<\/span> Sound knowledge of occupational health and safety requirements, construction site HSE <\/span>practices, and contractor HSE management.<\/span><\/p>\n \u2022<\/span> Experience in reviewing HSE files, method statements, risk assessments, permits to work, <\/span>job safety analyses, and subcontractor safety documentation.<\/span><\/p>\n \u2022<\/span> Experience in incident investigation, HSE audits, compliance reporting, and corrective <\/span>action management.<\/span><\/p>\n \u2022<\/span> Computer proficiency in Microsoft Word, Excel, and PowerPoint.<\/span><\/p>\n attention to detail.<\/span><\/p>\n \u2022<\/span> Ability to remain calm, professional, and decisive under pressure.<\/span><\/p>\n \u2022<\/span> Sound judgement and ability to escalate critical HSE risks appropriately.<\/span><\/p>\n \u2022<\/span> High levels of integrity, confidentiality, professionalism, and cultural sensitivity.<\/span><\/p>\n \u2022<\/span> Ability to influence safety behaviour across employees, contractors, and subcontractors.<\/span><\/p>\n \u2022<\/span> Fluency in English is required.<\/span><\/p>\n \u2022<\/span> Fluency in isiZulu will be
